STATEMENT OF PURPOSE

RS33771 / S1416 This appropriation provides for the consolidation of the Office of Energy and Mineral Resources (OEMR) and the Office of Species Conservation (OSC) into the Office of Species, Minerals, and Energy Coordination, pursuant to H737. Additionally, this bill provides enhancements to the new office that include an FTP/Fund Realignment to align FTP and dedicated funds to where work is expected to be billed; funding for Idaho Orchestrating Nuclear, which provides the agency flexibility to support state level nuclear related projects; federal funding for fish habitat restoration and rehabilitation; and funding from the Miscellaneous Revenue Fund for Energy Resiliency Grants, which serves as a state match for federal energy resiliency programs.

This appropriation provides $46,107,400 for the Office of Species, Minerals, and Energy Coordination, of which the budget increase is $13,359,800. Table 1 shows incremental adjustments to the budget found in this bill. Table 2 shows the amounts reduced as a result of consolidation. Of the new budget, $12,781,300 is from the consolidation of OEMR, and $19,966,300 is from the consolidation of OSC. Efficiencies from the consolidation resulted in a budget decrease of $356,900 and the reduction of 4.00 FTP. The remaining enhancements included in the table below cumulate to a total increase of $13,716,700, of which $13,609,800 is onetime, and $106,900 is ongoing. FTP Gen Ded Fed Total Table 1. SECTION 2. FTP AUTHORIZATION. Pursuant to Section 67-3519, Idaho Code,36 the Office of Species, Minerals, and Energy Coordination is authorized no37
2 more than twenty-three (23.00) full-time equivalent positions at any point1 during the period July 1, 2026, through June 30, 2027, unless specifically2 authorized by the Governor. The Joint Finance-Appropriations Committee3 will be notified promptly of any increased positions so authorized.4

SECTION 5. FTP AUTHORIZATION. Notwithstanding any other appropriation1 provided by law, the full-time equivalent position authorization provided2 to the Office of Energy and Mineral Resources is hereby reduced by eleven3 (11.00) for the period July 1, 2026, through June 30, 2027.4
SECTION 6. FTP AUTHORIZATION. Notwithstanding any other appropriation5 provided by law, the full-time equivalent position authorization provided6 to the Office of Species Conservation is hereby reduced by sixteen (16.00)7 for the period July 1, 2026, through June 30, 2027.8
SECTION 7. An emergency existing therefor, which emergency is hereby9 declared to exist, this act shall be in full force and effect on and after10 July 1, 2026.11
