RS33519 / H0848 This is the FY 2027 Maintenance Appropriation for the Legislative Branch. This bill includes appropriations to Legislative Services Office and the Office of Performance Evaluations. The appropriation includes standard adjustments for personnel benefit costs, contract inflation, statewide cost allocation, and a base reduction of up to 5%.

THE OFFICE OF PERFORMANCE EVALUATIONS FOR FISCAL YEAR 2027; EXEMPTING	4
THE APPROPRIATION FROM EXPENSE CLASS AND PROGRAM TRANSFER LIMITATIONS;	5
PROVIDING REAPPROPRIATION AUTHORITY FOR THE ARPA STATE FISCAL RECOV-	6
ERY FUND; PROVIDING FOR CONDITIONS, LIMITATIONS, AND RESTRICTIONS; AND	7
DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.	8
Be It Enacted by the Legislature of the State of Idaho:	9
SECTION 1. There is hereby appropriated to the Legislative Branch the	10
following amounts to be expended according to the designated programs and	11
expense classes from the listed funds for the period July 1, 2026, through	12

SECTION 2. EXEMPTIONS FROM EXPENSE CLASS AND PROGRAM TRANSFER LIMI-	1
TATIONS. The Legislative Services Office and Office of Performance Evalua-	2
tions are hereby exempted from the provisions of Section 67-3511 (1), (2),	3
and (3), Idaho Code, allowing unlimited transfers between expense classes	4
and between programs, for all moneys appropriated to them for the period July	5
1, 2026, through June 30, 2027. Legislative appropriations shall not be	6
transferred from one fund to another fund unless expressly approved by the	7
Legislature.	8
SECTION 3. REAPPROPRIATION AUTHORITY FOR THE ARPA STATE FISCAL RECOV-	9
ERY FUND. There is hereby reappropriated to the Legislative Technology Pro-	10
gram any unexpended and unencumbered balances appropriated or reappropri-	11
ated to the Legislative Technology Program from the ARPA State Fiscal Recov-	12
ery Fund for fiscal year 2026, to be used for nonrecurring expenditures for	13
the period July 1, 2026, through June 30, 2027. The Office of the State Con-	14
troller shall confirm the reappropriation amount, by fund, expense class,	15
and program, with the Legislative Services Office prior to processing the	16
reappropriation authorized herein.	17
SECTION 4. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriations	18
made pursuant to this act are subject to the conditions, limitations, and re-	19
strictions specified in this act.	20
SECTION 5. An emergency existing therefor, which emergency is hereby	21
declared to exist, this act shall be in full force and effect on and after	22
July 1, 2026.	23
