STATEMENT OF PURPOSE

RS33701 / S1387 This appropriation to the Idaho State Historical Society provides additional funding to the FY 2027 budget that includes additional appropriation for state collections and archival moving costs, and OITS hardware, including desktops, laptops, and a printer.

This appropriation provides an additional $486,300 to the maintenance appropriation provided in SB 1373. Table 1 shows incremental adjustments to the budget found in the bill, all of which is onetime. Table 2 shows the adjustments leading to the FY 2027 total. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1387 BY FINANCE COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE IDAHO STATE HISTORICAL SOCIETY; APPRO-2 PRIATING ADDITIONAL MONEYS TO THE IDAHO STATE HISTORICAL SOCIETY FOR3 FISCAL YEAR 2027; PROVIDING REAPPROPRIATION AUTHORITY; AND DECLARING4 AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.5

Be It Enacted by the Legislature of the State of Idaho:6

SECTION 1. In addition to any other appropriation provided by law,7 there is hereby appropriated to the Idaho State Historical Society the fol-8 lowing amounts to be expended according to the designated expense classes9 from the Miscellaneous Revenue Fund for the period July 1, 2026, through June10 30, 2027:11 FOR:12 Operating Expenditures13 $450,000 Capital Outlay14 36,300 TOTAL15 $486,300

SECTION 2. REAPPROPRIATION AUTHORITY. There is hereby reappropriated16 to the Idaho State Historical Society any unexpended and unencumbered bal-17 ances appropriated or reappropriated to the Idaho State Historical Society18 from the General Fund for fiscal year 2026, to be used for nonrecurring ex-19 penditures related to moving costs for the period July 1, 2026, through June20 30, 2027. The Office of the State Controller shall confirm the reappropria-21 tion amount, by fund, expense class, and program, with the Legislative Ser-22 vices Office prior to processing the reappropriation authorized herein.23

SECTION 3. An emergency existing therefor, which emergency is hereby24 declared to exist, this act shall be in full force and effect on and after25 July 1, 2026.26
