RS33863 / S1454 This appropriation to the Department of Health and Welfare for the Divisions of Early Learning and Development, Family and Community Partnerships, and Youth Safety and Permanency provides enhancements to the FY 2027 maintenance budget. For FY 2027 this bill includes funding for four enhancements, a population forecast adjustment and adds the Idaho Home Visiting Program (IHVP) to the Division of Early Learning and Development. Enhancements include a walker mower, federal appropriation for the Kinship Navigation Grant, budget restoration for post adoption services, and budget restoration for safety assessments. This bill includes sections of language providing transfer limitation exemptions and reporting requirements.

The appropriation provides an additional $5,724,700 to the maintenance appropriation provided to the Department of Health and Welfare for the Division of Early Learning and Development (ELD), Family and Community Partnerships, and Youth Safety and Permanency found in Senate Bill 1435. Table 1 shows incremental adjustments to divisions found in the bill, of which $785,600 is ongoing funds and $4,939,100 is appropriated onetime. Table 2 shows all the adjustments leading to the FY 2027 appropriation. Be It Enacted by the Legislature of the State of Idaho:22
SECTION 1. SECTION 3. In addition to any other appropriation provided by law,25 there is hereby appropriated to the Department of Health and Welfare Di-26 vision of Family and Community Partnerships $180,000 from the Cooperative27 Welfare (Federal) Fund to be expended for operating expenditures for the28 period July 1, 2026, through June 30, 2027, for the purpose of the Kinship29 Navigation Grant.30
SECTION 4. FTP AUTHORIZATION. In addition to any other authorization31 provided by law, the full-time equivalent position authorization provided32 to the Department of Health and Welfare Division of Early Learning and De-33 velopment is hereby increased by three (3.00) for the period July 1, 2026,34 through June 30, 2027.35
SECTION 5. REQUIRING A REPORT FOR THE IDAHO HOME VISITING PROGRAM. The36 Department of Health and Welfare shall submit a report to the Joint Finance-37 Appropriations Committee by December 31, 2026, identifying outcomes and re-38 turn on investment for moneys appropriated for the Idaho Home Visiting Pro-39 gram. The format and content of this report will be determined in consul-40
3 tation with the Budget and Policy Analysis Division of the Legislative Ser-1 vices Office.2
SECTION 6. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other3 provisions of law to the contrary, the Department of Health and Welfare Di-4 vision of Early Learning and Development may transfer moneys appropriated5 for personnel costs and trustee and benefit payments pursuant to Section6 67-3511, Idaho Code, for the period July 1, 2026, through June 30, 2027.7
SECTION 7. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other8 provisions of law to the contrary, the Department of Health and Welfare9 Division of Youth Safety and Permanency may transfer moneys appropriated10 for personnel costs and trustee and benefit payments pursuant to Section11 67-3511, Idaho Code, for the period July 1, 2026, through June 30, 2027.12
SECTION 8. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other13 provisions of law to the contrary, the Department of Health and Welfare Divi-14 sion of Youth Safety and Permanency is hereby exempted from the provisions15 of Section 67-3511(2), Idaho Code, allowing unlimited transfers into the16 Southwest Idaho Treatment Center Program for all moneys appropriated to the17 division for the period July 1, 2026, through June 30, 2027.18
SECTION 9. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriations19 made pursuant to this act are subject to the conditions, limitations, and re-20 strictions specified in this act.21
SECTION 10. TRANSFER LIMITATION EXEMPTION. Notwithstanding any other22 provisions of law to the contrary, the Department of Health and Welfare Divi-23 sion of Youth Safety and Permanency is hereby exempted from the provisions24 of Section 67-3511(2), Idaho Code, allowing unlimited transfers into the25 Southwest Idaho Treatment Center Program for all moneys appropriated to the26 division for the period July 1, 2025, through June 30, 2026.27
SECTION 11. An emergency existing therefor, which emergency is hereby28 declared to exist, Section 10 of this act shall be in full force and effect on29 and after passage and approval, and Sections 1 through 9 of this act shall be30 in full force and effect on and after July 1, 2026.31
