STATEMENT OF PURPOSE

RS33704 / S1402 This appropriation to the Department of Juvenile Corrections (IDJC) provides enhancements to the FY 2027 maintenance budget that includes General Fund Budget Restoration, which restored 6.00 FTP and $593,900 for direct care staff at IDJC facilities, emergency support funding for counties, and substance use disorder mentoring for juveniles; Clinician Service Transfer from the Department of Health and Welfare; replacement items, which included 10 vehicles, recreation area improvements at the Nampa facility, new desks and chairs at the Nampa and Lewiston facilities, headquarter lobby remodel for security purposes, and other facility maintenance at the Lewiston and St. Anthony facility; and OITS Hardware, which included laptops and desktops that have surpassed the 4-year replacement cycle, as well as switches, routers, and other network upgrades that the Office of Information Technology Services has identified as key infrastructural priorities.

This appropriation provides an additional $2,568,700 to the maintenance appropriation provided to Public Safety agencies in S1361. Table 1 shows incremental adjustments to the budget found in this bill, of which the ongoing increase is $593,900 and $1,974,800 is onetime. Be It Enacted by the Legislature of the State of Idaho:8
SECTION 1. SECTION 2. Notwithstanding any other appropriation made by law, the1 appropriation to the Department of Juvenile Corrections in the Community,2 Operations, and Program Services Program is hereby reduced by $327,000 for3 trustee and benefit payments from the Miscellaneous Revenue Fund for the4 period July 1, 2026, through June 30, 2027.5
SECTION 3. FTP AUTHORIZATION. In addition to any other authorization6 provided by law, the full-time equivalent position authorization provided7 to the Department of Juvenile Corrections is hereby increased by six (6.00)8 for the period July 1, 2026, through June 30, 2027.9
SECTION 4. An emergency existing therefor, which emergency is hereby10 declared to exist, this act shall be in full force and effect on and after11 July 1, 2026.12
