RS33861 / H0978 This appropriation to the Department of Health and Welfare for the Division of Public Health Services provides enhancements to the FY 2027 maintenance budget that includes appropriations for the Idaho home Visiting Program, the restoration of the Immunization Assessment Fund; Fee for Service Laboratory Testing; ARPA Funded Multi-Year Grants; HIV Prevention and Surveillance; Hepatitis Prevention and Surveillance; restore funding to the Suicide Prevention and Awareness Program; reduces the budget to move the Idaho Home Visiting Program to the Division of Early Learning and Development; and reduces the Health Care Policy Initiatives budget.

This appropriation provides an additional $35,066,800 to the maintenance appropriation provided to the Department of Health and Welfare for the Division of Public Health Services. Table 1 shows incremental adjustments to the division found in the bill, of which $35,351,000 is a onetime increase and $284,200 is an ongoing reduction. Be It Enacted by the Legislature of the State of Idaho:18

SECTION 1. SECTION 2. Notwithstanding any other provision of law to the contrary,14 the appropriation made to the Department of Health and Welfare for the Public15 Health Services Division for the Laboratory Services Program is hereby re-16 duced by $78,400 for personnel costs from the Cooperative Welfare (Federal)17 Fund for the period July 1, 2026, through June 30, 2027.18

SECTION 3. SECTION 4. FTP AUTHORIZATION. Notwithstanding any other authorization1 provided by law, the full-time equivalent position authorization provided2 to the Department of Health and Welfare for the Public Health Services Divi-3 sion is hereby reduced by three (3.00) for the period July 1, 2026, through4 June 30, 2027.5

SECTION 5. REQUIRING A REPORT FOR THE SUICIDE PREVENTION AND AWARENESS6 PROGRAM. The Department of Health and Welfare shall submit a report to the7 Joint Finance-Appropriations Committee by December 31, 2026, identifying8 outcomes and return on investment for moneys appropriated for the Suicide9 Prevention and Awareness Program. The format and content of this report will10 be determined in consultation with the Budget and Policy Analysis Division11 of the Legislative Services Office.12

SECTION 6. REQUIRING A REPORT FOR THE HIV PREVENTION AND SURVEILLANCE13 PROGRAM. The Department of Health and Welfare and the public health dis-14 tricts shall submit a report to the Joint Finance-Appropriations Committee15 by December 31, 2026, identifying outcomes and return on investment for16 moneys appropriated for the HIV Prevention and Surveillance Program. The17 format and content of this report will be determined in consultation with the18 Budget and Policy Analysis Division of the Legislative Services Office.19

SECTION 7. REQUIRING A REPORT FOR THE HEPATITIS PREVENTION AND SURVEIL-20 LANCE PROGRAM. The Department of Health and Welfare shall submit a report to21 the Joint Finance-Appropriations Committee by December 31, 2026, identify-22 ing outcomes and return on investment for moneys appropriated for the Hep-23 atitis Prevention and Surveillance Program. The format and content of this24 report will be determined in consultation with the Budget and Policy Analy-25 sis Division of the Legislative Services Office.26

SECTION 8. REQUIRING A REPORT FOR THE IMMUNIZATION ASSESSMENT FUND. The27 Department of Health and Welfare shall submit a report to the Joint Finance-28 Appropriations Committee by December 31, 2026, identifying the vaccine uti-29 lization rate and a cost-savings analysis for the State of Idaho and ser-30 vice providers regarding vaccines purchased using the Immunization Assess-31 ment Fund. The format and content of this report will be determined in con-32 sultation with the Budget and Policy Analysis Division of the Legislative33 Services Office.34

SECTION 9. REQUIRING A REPORT REGARDING IMMIGRATION STATUS FOR THE HIV35 PREVENTION AND SURVEILLANCE PROGRAM. The Department of Health and Welfare36 shall compile a report from the public health districts to submit to the37 Joint Finance-Appropriations Committee by December 31, 2026, on the docu-38 mented immigration status of individuals utilizing HIV prevention services39 through the HIV Prevention and Surveillance Program. The format and content40 of this report will be determined in consultation with the Budget and Policy41 Analysis Division of the Legislative Services Office.42

SECTION 10. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriati-1 ons made pursuant to this act are subject to the conditions, limitations, and2 restrictions specified in this act.3

SECTION 11. An emergency existing therefor, which emergency is hereby4 declared to exist, this act shall be in full force and effect on and after5 July 1, 2026.6
