For benefitcosts,thebillmaintainsthecurrentappropriatedamountforhealthinsuranceat$11,650pereligibleFTP, extends the holiday for the employer's sick leave contribution rate for another year, and restores funding for the employer'sunemploymentinsurancecontributionrate. Thebillalsoprovidesfundingfortheequivalentofa2% change in employee compensation for permanent state employees. The bill funds two line items, which provide 2.00 FTP and $271,700 to hire two new magistrate judges for the Third Judicial District (Canyon County); and $344,200 for various staff positions for the guardian ad litem programs.

This is an FY 2022 trailer appropriation bill for the Supreme Court. It addresses the fiscal impact of S1137, which increases pay for magistrate judges by 2.00% to $132,400; for district judges by 1.83% to $144,400; for Court of Appeals judges by 1.76% to $150,400; and for Supreme Court justices by 1.65% to $160,400. The amount appropriated in this bill includes funding to provide the applicable pay raises to the two new magistrate judgesaddedbyH272of2021andtheonenewdistrictjudgeaddedbyH27of2021. Together, thetotalincrease in personnel cost appropriation attributable to the salary increases amounts to 1.88%.
