Adds to existing law to provide that the director of the Department of Water Resources shall subordinate permits and licenses for certain projects issued after a specified date to the capture and retention of water in existing on-stream storage reservoirs during and following flood control operations until the date of allocation.

Amends existing law to provide that the director of the Idaho State Police and the Idaho Transportation Board shall have authority to perform safety inspections and safety training programs, issue certain orders, and enforce certain rules if a logging truck is operating on public highways; and to provide that logging trucks are subject to certain administrative rules if transporting on public highways.

Amends existing law to revise training and practice requirements and fees for licensure for counselors and therapists.

Amends and adds to existing law to remove obsolete language; to clarify renewal and reinstatement of licensure; to provide for inactive licensure; and to revise powers regarding the adoption of certain rules.

Amends existing law to revise the method of computing a taxpayer's net operating loss.

Amends existing law to provide that labor negotiation fact finders and others shall meet in open session when meeting with both parties to the negotiation at the same time, to clarify that decisions regarding labor contract offers shall be made in open session, and to repeal the sunset on negotiations in open session.

Amends existing law regarding the Speech and Hearing Services Practice Act to provide that a licensee may show proof of licensure electronically and to remove the requirement that a sign language interpreter attain a minimum age to qualify for licensure.

Amends existing law to revise provisions regarding the Model State Code of Military Justice.

Amends existing law to revise the definition of “utility type vehicle.”

Amends existing law to provide a requirement regarding annexation of certain agricultural land.
