Amends existing law to provide that labor negotiation fact finders and others shall meet in open session when meeting with both parties to the negotiation at the same time, to clarify that decisions regarding labor contract offers shall be made in open session, and to repeal the sunset on negotiations in open session.

STATEMENT OF PURPOSE
A recent statute change required that government labor negotiations adhere to open meeting laws. This bill removed a sunset clause making this requirement permanent. It also clarifies some open meeting provisions.
