RS33755 / SR123 This Senate Resolution shows that the Senate Commerce & Human Resources Committee has reviewed and approved all temporary and pending rules of the Idaho Department of Insurance, the Division of Occupational and Professional Licenses, and the Department of Commerce, except for the temporary rule in Docket No. 24-3950-2501, which the Committee did not hear. Additionally, the Committee voted that the following pending rules have early effective dates of sine die. The pending rule in Docket No. 18-0415-2501 and pending rule in Docket No. 24-3950-2501.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE RESOLUTION NO. 123 BY JUDICIARY AND RULES COMMITTEE A SENATE RESOLUTION1 STATING FINDINGS OF THE SENATE AND PROVIDING THAT ALL TEMPORARY AND PEND-2 ING RULES OF THE IDAHO DEPARTMENT OF INSURANCE, THE DIVISION OF OCCUPA-3 TIONAL AND PROFESSIONAL LICENSES, AND THE DEPARTMENT OF COMMERCE HAVE4 BEEN REVIEWED AND APPROVED BY THE SENATE COMMERCE AND HUMAN RESOURCES5 COMMITTEE, WITH AN EXCEPTION.6 Be It Resolved by the Senate of the State of Idaho:7 WHEREAS, pursuant to Section 67-5291, Idaho Code, standing committees8 of the Legislature shall review any temporary or pending rule that is ger-9 mane to its committee and has been published in the Idaho Administrative Bul-10 letin; and11 WHEREAS, the Senate Commerce and Human Resources Committee reviewed12 temporary and pending rules adopted by the Idaho Department of Insurance,13 the Division of Occupational and Professional Licenses, and the Department14 of Commerce.15 NOW, THEREFORE, BE IT RESOLVED by the members of the Senate, assem-16 bled in the Second Regular Session of the Sixty-eighth Idaho Legislature,17 that all temporary and pending rules adopted by the Idaho Department of18 Insurance, the Division of Occupational and Professional Licenses, and the19 Department of Commerce pursuant to the Administrative Procedure Act and20 submitted through the Office of the Administrative Rules Coordinator to21 the Legislature for review during the 2026 legislative session have been22 reviewed and approved by the Senate Commerce and Human Resources Committee23 with the exception of the following temporary rule that was not heard by the24 committee and thus not approved: IDAPA 24.39.50, Division of Occupational25 and Professional Licenses, Rules of the Public Works Contractors License26 Board, Docket No. 24-3950-2501.27 BE IT FURTHER RESOLVED that the Senate Commerce and Human Resources Com-28 mittee held that the following pending rule dockets become effective upon29 sine die of the Second Regular Session of the Sixty-eighth Idaho Legisla-30 ture:31 (1) IDAPA 18.04.15, Idaho Department of Insurance, Rules Governing32 Short-Term Health Insurance Coverage, Docket No. 18-0415-2501; and33 (2) IDAPA 24.39.50, Division of Occupational and Professional Li-34 censes, Rules of the Public Works Contractors License Board, Docket No.35 24-3950-2501.36
