This legislation directs LSO to perform a calculation of historical personnel expenditures compared to original personnel appropriations for each entity with 50 or more FTPs. That ratio is used by JFAC to reduce the agency’s requested amount for increases in employee compensation, benefits, and health insurance.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 837 BY APPROPRIATIONS COMMITTEE AN ACT 1 RELATING TO THE STATE BUDGET; AMENDING CHAPTER 35, TITLE 67, IDAHO CODE, BY 2 THE ADDITION OF A NEW SECTION 67-3512B, IDAHO CODE, TO PROVIDE FOR A CAL- 3 CULATED REDUCTION FROM THE GOVERNOR'S BUDGET DOCUMENT; AND DECLARING AN 4 EMERGENCY AND PROVIDING AN EFFECTIVE DATE. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Chapter 35, Title 67, Idaho Code, be, and the same is 7 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 8 ignated as Section 67-3512B, Idaho Code, and to read as follows: 9 67-3512B. CALCULATED REDUCTION FROM THE GOVERNOR'S BUDGET DOCU- 10 MENT. The legislative services office shall provide the joint finance-ap- 11 propriations committee with a calculated reduction from the governor's 12 budget document provided for in section 67-3506, Idaho Code. The calculated 13 reduction shall include each of the changes for employee benefit costs, 14 health insurance costs, and employee compensation for all entities that re- 15 ceive an appropriation by the legislature pursuant to 67-3514, Idaho Code, 16 and that are authorized to have fifty (50) or more full-time equivalent po- 17 sitions. A reduction shall be calculated using a five (5) year average of 18 actual personnel cost expenditures divided by total personnel costs origi- 19 nally appropriated. If the entity has been in existence for less than five 20 (5) years, the reduction shall be an average of all years in existence. The 21 joint committee shall include the calculated reductions as part of each en- 22 tity's appropriation bill. The calculated reduction shall be applied to all 23 fund types. 24 SECTION 2. An emergency existing therefor, which emergency is hereby 25 declared to exist, this act shall be in full force and effect on and after 26 July 1, 2026. 27 -- 1 of 1 --
