RS33821 / H0951 This bill for the Office of the Attorney General provides an increased appropriation of $980,000 in the Consumer Protection Fund. This appropriation is in addition to the FY 2027 maintenance budget and restores funding on a onetime basis that was previously reduced through the FY 2027 budget rescission. Language included in the bill sets aside existing Idaho Code so that moneys in the Consumer Protection Fund may be used for the furtherance of all the Attorney General's duties and activities under Idaho law, as opposed to only duties and activities that relate to the Consumer Protection Act. This bill also includes an FY 2026 supplemental appropriation of $980,000 in the Consumer Protection Fund, restoring funds on a onetime basis that were previously reduced through the FY 2026 budget rescission.

Table 1 shows the adjustment to the budget found in the bill, which is in addition to the FY 2027 maintenance appropriation for the Office of the Attorney General. The entirety of this appropriation is onetime. Table 2 shows all the adjustments leading to the FY 2027 Total, as well as the supplemental action for FY 2026. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2027 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 951 BY APPROPRIATIONS COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE OFFICE OF THE ATTORNEY GENERAL; APPRO-2 PRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE ATTORNEY GENERAL FOR3 FISCAL YEAR 2027; DIRECTING USE OF THE CONSUMER PROTECTION FUND FOR4 FISCAL YEAR 2027; APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE5 ATTORNEY GENERAL FOR FISCAL YEAR 2026; DIRECTING USE OF THE CONSUMER6 PROTECTION FUND FOR FISCAL YEAR 2026; AND DECLARING AN EMERGENCY AND7 PROVIDING EFFECTIVE DATES.8

Be It Enacted by the Legislature of the State of Idaho.9

SECTION 1. In addition to any other appropriation provided by law,10 there is hereby appropriated to the Office of the Attorney General the11 following amounts to be expended according to the designated programs for12 personnel costs from the Consumer Protection Fund for the period July 1,13 2026, through June 30, 2027:14 FOR:15 State Legal Services16 $910,000 Internet Crimes Against Children17 70,000 TOTAL18 $980,000

SECTION 2. USE OF CONSUMER PROTECTION FUND FOR FISCAL YEAR 2027.19 Notwithstanding any other provision of law to the contrary, the appro-20 priation provided in Section 1 of this act is hereby appropriated for the21 furtherance of the Attorney General's duties and activities pursuant to22 Idaho law for the period July 1, 2026, through June 30, 2027.23

SECTION 3. In addition to the appropriation made in Section 1, Chap-24 ter 196, Laws of 2025, and any other appropriation provided by law, there25 is hereby appropriated to the Office of the Attorney General the following26 amounts to be expended according to the designated programs for personnel27 costs from the Consumer Protection Fund for the period July 1, 2025, through28 June 30, 2026:29 FOR:30 State Legal Services31 $910,000 Internet Crimes Against Children32 70,000 TOTAL33 $980,000

SECTION 4. USE OF CONSUMER PROTECTION FUND FOR FISCAL YEAR 2026.34 Notwithstanding any other provision of law to the contrary, the appro-35 priation provided in Section 3 of this act is hereby appropriated for the36

2 furtherance of the Attorney General's duties and activities pursuant to1 Idaho law for the period July 1, 2025, through June 30, 2026.2

SECTION 5. An emergency existing therefor, which emergency is hereby3 declared to exist, Sections 3 and 4 of this act shall be in full force and ef-4 fect on and after passage and approval, and Sections 1 and 2 of this act shall5 be in full force and effect on and after July 1, 2026.6
