RS33820 / H0950 This is a trailer appropriation to HCR 30 which authorized the Legislature to retain the services of a consultant or analyst to provide legislative oversight of state plan amendments and federal waivers to the Centers of Medicare and Medicaid Services (CMS) in order to implement a plan for comprehensive Medicaid Managed Care. In March of 2025, the Idaho Legislature voted to submit state plan amendments and federal waivers to CMS to implement comprehensive Medicaid managed care in Idaho. The Idaho Department of Health and Welfare has begun working to transition to Medicaid managed care. This appropriation will help the Legislature maintain its oversight role.

This appropriation provides $200,000 from the General Fund in fiscal year 2026 that could be used, at the discretion of the President Pro-Tempore of the Senate and the Speaker of the House of Representatives, to contract with consultants for additional expertise and provide the Medicaid Review Panel and the Idaho Legislature with tools to oversee the transition to comprehensive Medicaid Managed Care.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 950 BY APPROPRIATIONS COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE LEGISLATURE; APPROPRIATING ADDITIONAL2 MONEYS TO THE LEGISLATURE FOR FISCAL YEAR 2026; PROVIDING REAPPROPRIA-3 TION AUTHORITY FOR THE LEGISLATURE; AND DECLARING AN EMERGENCY AND PRO-4 VIDING EFFECTIVE DATES.5
Be It Enacted by the Legislature of the State of Idaho:6
SECTION 1. In addition to any other appropriation provided by law,7 there is hereby appropriated to the Legislature $200,000 from the General8 Fund to be expended for operating expenditures for the period July 1, 2025,9 through June 30, 2026.10
SECTION 2. REAPPROPRIATION AUTHORITY. There is hereby reappropriated11 to the Legislature any unexpended and unencumbered balances appropriated12 or reappropriated to the Legislature from the General Fund for fiscal year13 2026, to be used for nonrecurring expenditures for the period July 1, 2026,14 through June 30, 2027.15
SECTION 3. An emergency existing therefor, which emergency is hereby16 declared to exist, Section 1 of this act shall be in full force and effect17 on and after passage and approval, and Section 2 of this act shall be in full18 force and effect on and after July 1, 2026.19
