Amends existing law to provide that the Legislature shall adjourn by a certain date and to provide an exception.

The purpose of this legislation is to establish some uniformity to the legislative session and process. By identifying a "not to exceed" sine die date, it will help the Legislature to be deliberate and timely as we do the people's business.
