Amends existing law to remove a provision regarding emergency interim successors to legislators.

The purpose of this legislation is to change the name of the Department of Disaster Relief and Civil Defense to the Bureau of Homeland Security and to eliminate outdated and unused language that required duplicative information to be recorded in the House and Senate journals.
