Amends existing law to redesignate the Euthanasia Task Force as the Committee on Humane Euthanasia.

Amends existing law regarding alternatives to formal discipline and who may not be offered an alternative to formal discipline and to provide that a person who receives an alternative to formal discipline may be subject to certain conditions.
