Amends existing law to provide that when requests are made that new routes be designated for travel by certain vehicles, the authority having jurisdiction may analyze the safety and feasibility of adding such routes.

When a local entity chooses to evaluate whether to allow vehicles weighing up to 129,000 pounds on a particular route, the authority of when and how this decision is made is left up to that local jurisdiction. This proposal makes a one-word change that clarifies the local control to highway jurisdictions by neither prohibiting nor requiring multiple feasibility studies.

Stating findings of the Legislature and authorizing the Legislative Council to appoint a committee to undertake and complete a study regarding an annual registration fee and an operating fee by weight class based on the total miles the owner operated such vehicle on roads and highways in Idaho.

In 2015, the Idaho Legislature passed House Bill 312 with the intent to study the legislature imposing all commercial vehicles and farm equipment exceeding 60,000 pounds with an annual registration fee; in addition, imposing a quarterly operating fee based on weight class for all miles driven on Idaho roadways.
