Adds to and amends existing law to provide that a state agency may not enter into a noncompetitive contract with a state institution of higher education unless authorized by the administrator of the Division of Purchasing.
Establishes that any contracts between any Idaho agencies and all Idaho public institutions of higher education must be awarded on a competitive basis.
