Amends existing law to require certain political subdivisions to use a public bidding process before entering into any lease or lease-purchase agreement containing a profit-sharing agreement.
This legislation will require that counties, cities, highway districts, and airports allow a competitive bidding process prior to entering a lease contract with a private sector entity that includes a revenue-sharing component.
Amends existing law to revise provisions regarding the publication of local government proceedings.
This proposal would amend 31-819 relating to county publishing requirements and allow for a financial summary in place of act and proceedings if the county meets certain requirements for publishing commission agendas and minutes.
