Adds to existing law to provide that certain irrigation districts shall have the power to enter into contracts to construct or deepen wells and to provide conditions.

This legislation recognizes the authority of irrigation districts to enter into contracts to construct or deepen wells, under limited circumstances, when no qualified well driller is available to do the necessary work.

Amends existing law to provide that no election or confirmation proceedings shall be required when the contract for construction of a hydroelectric plant by an irrigation district does not involve questions of indebtedness incurred by the district.
