Adds to existing law to establish provisions regarding patient immigration status data collection.

This bill establishes a new provision requiring all Medicaid-accepting hospitals to collect information on patients’ immigration status at admission. The patient immigration status data will be submitted to the Department of Health & Welfare on a quarterly basis for review.

Amends and adds to existing law to establish provisions regarding transfer of control of certain hospitals.

RS33610 / H0853 In 2022, the Idaho Legislature passed Idaho Code Section 39-1359, allowing the conveyance of hospital district property to nonprofit entities. That law resulted in the transformation, rather than a traditional conveyance (i.e. sale), of at least one district hospital into a nonprofit corporation. This bill creates side rails on a hospital so conveyed wherein any transfer of the hospital to another entity must be approved, after notice to and review by the attorney general, which results in approval therefrom.

RS33609 / H0852 In 2022, the Idaho Legislature passed Idaho Code Section 39-1359, allowing the conveyance of hospital district property to nonprofit entities. That law resulted in the transformation, rather than a traditional conveyance (i.e. sale), of at least one district hospital into a nonprofit corporation. This bill creates an accountability structure wherein a hospital so conveyed must publish the membership structure, governing board members, and any information which may be material to a transfer of control, among other things.

Adds to existing law to establish provisions regarding maternity price transparency and disclosure.

The purpose of this legislation is to increase transparency for maternity care costs in Idaho hospitals. It requires hospitals that provide labor and delivery services to clearly display comprehensive, consumer-friendly pricing for uncomplicated vaginal and cesarean births, including standard services and common additional charges, on a single, easily accessible page within their price estimator tool.
