Amends existing law to define terminology and to provide for the declaration of certain conflicts of interest or familial relationships with respect to service contracts with a homeowner's association.

Adds to existing law to provide for certain powers and duties and to provide restrictions on board membership and proxy votes.
Adds to existing law to prohibit homeowner's associations from taking any action to require grass lawns.
The landscape options bill will allow residents who live in subdivisions to choose whether to have a grass front lawn or xeriscaping. Encouraging the planting of native and drought tolerant species will save water as will the installation of drip irrigation.
Amends existing law to revise provisions regarding certain disclosures and to provide for a restriction on transfer fees.
Thislegislationclarifiesthatahomeowner’sassociation(HOA)ortheiragentmaynotchargeafeeforproviding a property owner with their statement of assessment account. This legislation also prohibits an HOA from charging a transfer fee unless it is expressly allowed by the CC&Rs.
