Amends and adds to existing law to provide for electronic voter registration; to provide additional duties of the Idaho Transportation Department upon request of the Secretary of State; and to provide references to registration applications.

This legislation authorizes the Secretary of State to develop and implement an on-line voter registration application. In order to register on-line, a person would be required to have an Idaho driver's license or ID card. A digital copy of the signature from the State driver's license would be provided by the Department of Transportation and become a part of the voter registration data-base.

Amends and adds to existing law to provide that certain reporting requirements apply to all elections of school district trustees, to provide an exception and to provide that certain reports shall be filed with certain persons; and to remove certain reporting requirements.

Amends existing law to provide that write-in ballots shall not be counted in a presidential primary election.

This legislation addresses election procedures related to the Presidential Primary Election. The legislation clarifies that no write-in candidates will be allowed for the Presidential Primary and that a ballot is not required to be printed for any party that has only one candidate for president. The legislation also moves the last day for a person to change party affiliation or to become unaffiliated to the second Friday in February of the even-numbered year, making the cut-off date prior to the Presidential Primary.

Amends and adds to existing law to revise definitions; to require reporting in all state and local elections and ballot measures in this state and to provide that reports shall be made to certain persons; and to remove a certain exception regarding elections of school district trustees.

This legislation adds a new section to Chapter 66, Title 67, to increase election transparency by requiring all state and local candidates and ballot measures to report campaign finances. This bill also revises definitions, removes certain exemptions for school district trustees and includes an emergency clause.

Amends existing law to provide that whenever any person makes an expenditure for the purpose of financing communications expressly advocating the election, approval or defeat of a person standing for election to the position of precinct committeeman through any broadcasting station, newspaper, magazine, outdoor advertising facility, direct mailing or any other type of general public political advertising, the person responsible for such communication shall be clearly indicated on such communication.

Existing Idaho code requires that, in most instances, communications made for the purposes of influencing an election must state clearly who is responsible for the production and distribution of the message. This legislation extends that requirement to communications made relating to races for party precinct committeeman.
