LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 122 BY STATE AFFAIRS COMMITTEE A CONCURRENT RESOLUTION 1 STATING FINDINGS OF THE LEGISLATURE AND DECLARING IDAHO'S SUPPORT OF ITS 2 PARTNERSHIP WITH TAIWAN, TRADE PARTNERSHIPS BETWEEN THE UNITED STATES 3 AND TAIWAN, AND TAIWAN'S PARTICIPATION IN INTERNATIONAL ORGANIZATIONS. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, the United States and Taiwan are bonded by their shared com- 6 mitment to democracy, freedom, human rights, the rule of law, and the market 7 economy; and 8 WHEREAS, trade between the United States and Taiwan contributes mean- 9 ingfully to their mutual economic growth; and 10 WHEREAS, Taiwan is the seventh-largest trading partner of the United 11 States and the eighth-largest export destination for United States agricul- 12 tural goods, with bilateral trade totaling $158.6 billion in 2024; and 13 WHEREAS, the United States and Taiwan have welcomed the resumption of 14 high-level trade engagement and expressed a desire to work closely together; 15 and 16 WHEREAS, in 2024, Taiwan was Idaho's third-largest import and export 17 trading partner, and Taiwan has remained the second-largest export desti- 18 nation for the State of Idaho for eight years since 2017, with a total trade 19 value of $1.17 billion covering commodity goods from electrical equipment 20 and machinery, chemicals, optical and medical equipment, and agricultural 21 products; and 22 WHEREAS, other landmarks in the relationship between Idaho and Taiwan 23 include the establishment of a sister-state relationship in 1984, the es- 24 tablishment of the Idaho-Asia Trade Office in Taiwan in 1988, a driver li- 25 cense reciprocity agreement in 2014, a $1.2 billion, four-year letter of in- 26 tent between the Idaho Wheat Commission and the Taiwan Flour Mills Associa- 27 tion signed in 2025, and a MOU celebrating 40 years of friendship between the 28 State of Idaho and Taiwan signed in 2024; and 29 WHEREAS, these landmarks reflect the growing exchanges and interdepen- 30 dency from civil to official levels between Idaho and Taiwan, inspiring and 31 creating additional economic opportunities and prosperities; and 32 WHEREAS, the United States Congress passed the landmark Taiwan Rela- 33 tions Act in 1979 to sustain a close, bilateral relationship as well as to 34 advance mutual security and commercial interests between the United States 35 and Taiwan; and 36 WHEREAS, the United States has assisted Taiwan in participating in the 37 International Civil Aviation Organization and the International Criminal 38 Police Organization and will continue to support Taiwan's meaningful par- 39 ticipation in these and other international organizations. 40 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 41 sion of the Sixty-eighth Idaho Legislature, the Senate and the House of Rep- 42 resentatives concurring therein, that: 43 -- 1 of 2 -- 2 (1) The State of Idaho recognizes the importance of a strong, enduring, 1 and democratically bonded partnership between Idaho and Taiwan; 2 (2) The State of Idaho reiterates its support for a closer economic and 3 trade partnership between the United States and Taiwan, including to support 4 a United States-Taiwan Bilateral Trade Agreement and a resolution of the on- 5 going dialogue on an Agreement of Double Taxation Avoidance; and 6 (3) The State of Idaho supports Taiwan's participation in interna- 7 tional organizations that impact the global trade, health, safety, and 8 well-being of the 23 million people in Taiwan. 9 -- 2 of 2 --
