STATEMENT OF PURPOSE

RS33814 / S1434 This appropriation to the Department of Health and Welfare for the Division of Welfare provides enhancements to the FY 2027 maintenance budget that include a reduction from federal funds and an increase to the General Fund to account for the shift in SNAP administration costs (enhancement #18), costs of implementing Medicaid Expansion work and community engagement requirements (enhancement #19), and the cost of system updates to track Medicaid eligibility determinations (enhancement #20). All three enhancements are related to H.R. 1 (One Big Beautiful Bill Act). Enhancements #19 and 20 are also related to House Bill 345 of 2025.

This appropriation provides an additional $3,829,100 to the maintenance appropriation provided to the Department of Health and Welfare for the Division of Welfare. Table 1 shows incremental adjustments to the divisions found in the bill, of which $1,960,700 is onetime and $1,868,400 is ongoing. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1434 BY FINANCE COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE DEPARTMENT OF HEALTH AND WELFARE; AP-2 PROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE3 FOR THE DIVISION OF WELFARE FOR FISCAL YEAR 2027; REDUCING THE APPROPRI-4 ATION TO THE DEPARTMENT OF HEALTH AND WELFARE FOR THE DIVISION OF WEL-5 FARE FOR FISCAL YEAR 2027; AND DECLARING AN EMERGENCY AND PROVIDING AN6 EFFECTIVE DATE.7

Be It Enacted by the Legislature of the State of Idaho:8

SECTION 1. SECTION 2. Notwithstanding any other provision of law to the contrary,30 the appropriation made to the Department of Health and Welfare for the Di-31 vision of Welfare is hereby reduced by the following amounts from the des-32 ignated programs and expense classes from the Cooperative Welfare (Federal)33 Fund for the period July 1, 2026, through June 30, 2027:34
