RS33774 / S1417 This appropriation to the Department of Parks and Recreation provides enhancements to the FY 2027 maintenance budget that includes personnel to convert two part-time positions to full-time administrative support positions; 2.00 FTP and funding for positions at a new park near Salmon and related operating expenditures; trail maintenance staff and equipment; a new excavator for trail maintenance; a federal land and water community grant that will be passed through to city grant recipients; staff housing at Lake Cascade State Park; interpretive displays at Billingsley Creek Campground; construction of a roundabout at Farragut State Park; funding to improve and add additional RV campsites statewide; replacement items; and IT hardware replacement. This bill also includes an exemption for FY 2026 from program transfers to allow a technical adjustment to allow for the accurate accounting of grant funds that were awarded in FY 2025, but distributed in FY 2026 via Executive Carry Forward.

This appropriation provides an additional $18,129,900 to the maintenance appropriation provided to natural resource agencies in Senate Bill 1363. Table 1 shows incremental adjustments to the budget found in the bill, of which the ongoing increase is $487,900 and $17,642,000 is onetime. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1417 BY FINANCE COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE DEPARTMENT OF PARKS AND RECREATION; AP-2 PROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF PARKS AND RECREATION3 FOR FISCAL YEAR 2027; AUTHORIZING ADDITIONAL FULL-TIME EQUIVALENT PO-4 SITIONS; EXEMPTING THE APPROPRIATION FROM PROGRAM TRANSFER LIMITATIONS5 FOR FISCAL YEAR 2026; AND DECLARING AN EMERGENCY AND PROVIDING EFFEC-6 TIVE DATES.7

Be It Enacted by the Legislature of the State of Idaho:8

SECTION 1. SECTION 2. FTP AUTHORIZATION. In addition to any other authorization9 provided by law, the full-time equivalent position authorization provided10 to the Department of Parks and Recreation is hereby increased by two and11 ninety-five hundredths (2.95) for the period July 1, 2026, through June 30,12 2027.13

SECTION 3. EXEMPTIONS FROM PROGRAM TRANSFER LIMITATIONS. The Depart-14 ment of Parks and Recreation is hereby exempted from the provisions of15 Section 67-3511(2), Idaho Code, allowing unlimited transfers between pro-16 grams for all moneys appropriated to it for trustee and benefit payments for17 the period July 1, 2025, through June 30, 2026. Legislative appropriations18 shall not be transferred from one fund to another fund unless expressly ap-19 proved by the Legislature.20

SECTION 4. An emergency existing therefor, which emergency is hereby21 declared to exist, Section 3 of this act shall be in full force and effect on22 and after passage and approval, and Sections 1 and 2 of this act shall be in23 full force and effect on and after July 1, 2026.24
