RS32892 / S1396 To ensure that state laws are streamlined, up-to-date, and essential for the citizens of Idaho, while best serving the public health, safety, and welfare, the Legislature approved the Idaho Code Cleanup Act, H14 in the 2025 legislative session. Submitted sections of Idaho Code were reviewed for repeal consideration by the DOGE Task Force on the criteria of obsolete, outdated, and unnecessary. This section of code was submitted through the Idaho Code Cleanup Act by Legislative Council on behalf of the Legislature. This bill repeals Section 67-452, Idaho Code, relating to the Idaho legislator memberships in the Pacific Fisheries [multi-state] Task Force. The State of Idaho has not participated in task force activities since 2022. No record of any member-state participating in this task force was found for this time period, and Oregon repealed their statutory membership in 2016.

There is no fiscal impact to any local, state, or federal fund with this legislation. This bill is strictly administrative in nature, as it removes obsolete, outdated, or unnecessary code pursuant to the Idaho Cleanup Act.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1396 BY JUDICIARY AND RULES COMMITTEE AN ACT1 RELATING TO THE PACIFIC FISHERIES LEGISLATIVE TASK FORCE; PROVIDING LEG-2 ISLATIVE INTENT; REPEALING SECTION 67-452, IDAHO CODE, RELATING TO3 MEMBERSHIP IN THE PACIFIC FISHERIES LEGISLATIVE TASK FORCE; AND DECLAR-4 ING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.5

Be It Enacted by the Legislature of the State of Idaho:6

SECTION 1. IDAHO CODE CLEANUP -- LEGISLATIVE INTENT. It is the intent7 of the Legislature to ensure that the state laws provided in Idaho Code are8 streamlined, up-to-date, and essential for the citizens of Idaho, while best9 serving the public health, safety, and welfare. In accordance with the Idaho10 Code Cleanup Act, following comprehensive review, the Legislature has iden-11 tified the provisions of this act as obsolete, outdated, or unnecessary.12

SECTION 2. That Section 67-452, Idaho Code, be, and the same is hereby13 repealed.14

SECTION 3. An emergency existing therefor, which emergency is hereby15 declared to exist, this act shall be in full force and effect on and after16 July 1, 2026.17
