RS33671 / S1386 This appropriation to the Commission of Pardons and Parole provides enhancements to the FY 2027 maintenance budget that includes Dedicated Fund Budget Restoration and OITS Hardware. This bill also provides a supplemental appropriation to the FY 2026 budget, which includes a Dedicated Fund Rescission Restoration.

This appropriation provides an additional $134,400 to the maintenance appropriation provided to Economic Development agencies in S1373. Table 1 shows incremental adjustments to the budget found in the bill, of which the onetime increase is $134,400. This appropriation also provides an additional $43,600 from dedicated funds for FY 2026 to offset General Fund rescissions found in Senate Bill 1331. Table 2 shows all the adjustments leading to the FY 2027 Total. The total budget for the Commission of Pardons and Parole for FY 2026 is $4,290,000, and the total for FY 2027 is $4,391,700. Table 1. PARDONS AND PAROLE FOR FISCAL YEAR 2027; APPROPRIATING ADDITIONAL MON-	5
EYS TO THE COMMISSION OF PARDONS AND PAROLE FOR FISCAL YEAR 2026; REDUC-	6
ING THE APPROPRIATION TO THE COMMISSION OF PARDONS AND PAROLE FOR FISCAL	7
YEAR 2026; AND DECLARING AN EMERGENCY AND PROVIDING EFFECTIVE DATES.	8
Be It Enacted by the Legislature of the State of Idaho:	9
SECTION 1. In addition to any other appropriation provided by law,	10
there is hereby appropriated to the Commission of Pardons and Parole the	11
following amounts to be expended according to the designated expense classes	12
from the listed funds for the period July 1, 2026, through June 30, 2027:	13

SECTION 2. Notwithstanding any other provision of law to the contrary,	23
the appropriation to the Commission of Pardons and Parole is hereby reduced	24
by $87,100 for operating expenditures from the General Fund for the period	25
July 1, 2026, through June 30, 2027.	26
SECTION 3. In addition to the appropriation made in Section 1, Chap-	27
ter 97, Laws of 2025, and any other appropriation provided by law, there is	28
hereby appropriated to the Commission of Pardons and Parole the following	29
amounts to be expended according to the designated expense classes from the	30
listed funds for the period July 1, 2025, through June 30, 2026:	31

SECTION 4. Notwithstanding any other provision of law to the contrary,	10
the appropriation made to the Commission of Pardons and Parole in Section 1,	11
Chapter 97, Laws of 2025, from the General Fund, is hereby reduced by $43,600	12
for operating expenditures for the period July 1, 2025, through June 30,	13
2026.	14
SECTION 5. An emergency existing therefor, which emergency is hereby	15
declared to exist, Sections 3 and 4 of this act shall be in full force and ef-	16
fect on and after passage and approval, and Sections 1 and 2 of this act shall	17
be in full force and effect on and after July 1, 2026.	18
