RS33594 / HJM018 The purpose of this joint memorial is to urge the United States Congress to prohibit unauthorized geoengineering and atmospheric modification activities conducted over the State of Idaho without state approval, public disclosure, or transparency. This memorial asserts Idaho's responsibility under the Tenth Amendment to protect public health, private property, agriculture, and environmental integrity from potential harm caused by intentional atmospheric interventions, including weather modification and solar radiation management. It expresses concern that such activities may occur without sufficient oversight, consent, or evaluation of long-term impacts on human health, livestock, crops, ecosystems, and weather stability. A JOINT MEMORIAL	1
TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND THE HOUSE OF REPRE-	2
SENTATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND THE CONGRES-	3
SIONAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE	4
UNITED STATES.	5
We, your Memorialists, the House of Representatives and the Sen-	6
ate of the State of Idaho assembled in the Second Regular Session of the	7
Sixty-eighth Idaho Legislature, do hereby respectfully represent that:	8
WHEREAS, it is documented that federal agencies, military contractors,	9
nongovernmental organizations, and private entities acting on behalf of or	10
at the request of the federal government are engaging in solar geoengineer-	11
ing experiments, including but not limited to solar radiation modification	12
and stratospheric aerosol injection, all without public knowledge or con-	13
sent; and	14
WHEREAS, the intent of this Memorial is to address only solar geoengi-	15
neering activities, not weather modification generally; and	16
WHEREAS, according to the Environmental Protection Agency, "the main	17
difference between weather modification and solar geoengineering is that	18
weather modification is intended to have local, short-term effects, whereas	19
solar geoengineering is intended to have larger regional or global effects	20
that persist" and "weather modification is the intentional modification of	21
regional or local weather patterns. The most common example is cloud seed-	22
ing, which involves introducing artificial particles into clouds with the	23
objective of increasing rain or snow or modifying regional or local weather	24
patterns."; and	25
WHEREAS, solar geoengineering activities involve substances with un-	26
known or unreported impacts on human health, livestock, crops, ecosystems,	27
and weather stability being emitted into the atmosphere without public	28
knowledge or consent; and	29
WHEREAS, solar geoengineering activities are currently allowed without	30
oversight in Idaho's airspace; and	31
WHEREAS, under the Tenth Amendment to the United States Constitu-	32
tion, it is the constitutional duty of state government to safeguard public	33
health, defend private property, protect agricultural integrity, and assert	34
state sovereignty over activities conducted within its borders and above its	35
skies; and	36
WHEREAS, the Idaho Department of Environmental Quality is charged with	37
protecting the safety and quality of the state's air, water, and soil and	38
must be empowered to investigate and stop unauthorized atmospheric contam-	39
ination within Idaho's jurisdiction; and	40
WHEREAS, multiple states, including Tennessee and Florida, have now	41
enacted legislation prohibiting solar geoengineering modifications, and	42

dozens more are considering similar laws to preserve natural climate systems	1
and ensure transparency in all atmospheric activity.	2
NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-	3
sion of the Sixty-eighth Idaho Legislature, the House of Representatives and	4
the Senate concurring therein, that the Idaho Legislature supports and urges	5
the United States Congress passing legislation to: prohibit the intentional	6
injection, dispersion, or release of chemical, biological, or radiologi-	7
cal substances into the atmosphere for the purpose of solar geoengineering	8
without the express approval of the State of Idaho; ban the use of unmarked	9
aircraft, drones, balloons, or space-based platforms to conduct solar geo-	10
engineering modifications over the State of Idaho; make such unauthorized	11
acts a felony offense, with substantial fines and criminal penalties per	12
violation; encourage partnerships between the relevant federal law en-	13
forcement agencies, Idaho Department of Environmental Quality, and relevant	14
state law enforcement entities to enforce such felonies; and formally reject	15
any federal, international, or foreign-sponsored solar geoengineering pro-	16
grams conducted over Idaho airspace without full disclosure, state consent,	17
and public transparency.	18
BE IT FURTHER RESOLVED that the Idaho Legislature urges all elected	19
officials, agencies, and candidates to support legislation that preserves	20
Idaho's natural skies, defends individual and agricultural health, and as-	21
serts constitutional control over state airspace.	22
BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa-	23
tives be, and she is hereby authorized and directed to forward a copy of this	24
Memorial to the President of the United States, the President of the Senate	25
and the Speaker of the House of Representatives of Congress, and the con-	26
gressional delegation representing the State of Idaho in the Congress of the	27
United States.	28
