RS33756 / H0930 This Legislation amends Idaho Code Section 67-6604, relating to Campaign Finance. The bill does two things. It will: • Require all political candidates and Political committees to open a separate checking account for the purpose of collecting contributions and paying expenses of one’s campaign and said funds shall not be commingled with any other account; • Require a candidate who loans personal funds to his political campaign account, an amount exceeding One Thousand Dollars ($1,000), to report said loan to the Idaho Secretary of State and shall deposit said loan amount into his candidate campaign checking account; and • Allow a candidate and a political committee to invest campaign funds, but only in certificates of deposit, money market accounts, or other cash-equivalent accounts. A candidate or political committee may not invest in stocks or other equity securities.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 930 BY WAYS AND MEANS COMMITTEE AN ACT1 RELATING TO CAMPAIGN FINANCE; AMENDING SECTION 67-6604, IDAHO CODE, TO2 REVISE PROVISIONS REGARDING THE DUTIES OF POLITICAL TREASURERS; AND3 DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.4
Be It Enacted by the Legislature of the State of Idaho:5
SECTION 1. That Section 67-6604, Idaho Code, be, and the same is hereby6 amended to read as follows:7 67-6604. ACCOUNTS DUTIES OF POLITICAL TREASURER. (1) The political8 treasurer for each candidate or political committee shall keep detailed9 accounts, current within not more than seven (7) days after the date of10 receiving the contribution or making an expenditure, of all contributions11 received and all expenditures made by or on behalf of the candidate or polit-12 ical committee that are required to be set forth in a statement filed under13 this chapter serve as the official point of contact for the secretary of14 state for any candidate's campaign and for any political committee.15 (2) The political treasurer for each candidate or political committee16 required to file reports pursuant to section 67-6607, Idaho Code, shall17 maintain at least one (1) checking account with a financial institution. All18 moneys received by a candidate's campaign or a political committee shall19 be deposited in such account. The political treasurer shall keep detailed20 accounts of all contributions received and all expenditures made by or on be-21 half of the candidate or political committee. The political treasurer shall22 keep the accounts current within seven (7) days after the date of receiving a23 contribution or making an expenditure. Candidate campaign funds and politi-24 cal committee funds shall be segregated from, and may not be commingled with,25 any other account. Candidate campaign funds and political committee funds26 may be invested only in certificates of deposit, money market accounts, or27 other cash-equivalent accounts held in the name of the campaign or political28 committee; such funds shall not be invested in stocks or other equity securi-29 ties. A candidate who loans personal funds to such candidate's campaign in30 an amount exceeding one thousand dollars ($1,000) shall transfer such funds31 to the candidate campaign account.32 (2) (3) The political treasurer shall be responsible for making and33 filing all reports that are required of a candidate under this chapter.34 Accounts kept by the political treasurer for a candidate or political com-35 mittee may be inspected before the election to which the accounts refer by36 the secretary of state, or county clerk for local government offices or mea-37 sures, or his agent or employee, who is making an investigation pursuant to38 section 67-6615, Idaho Code.39 (3) (4) Accounts kept by a political treasurer shall be preserved by him40 for at least one (1) year after the date of the election to which the accounts41
2 refer or at least one (1) year after the date the last statement is filed un-1 der section 67-6607, Idaho Code, whichever is later.2
SECTION 2. An emergency existing therefor, which emergency is hereby3 declared to exist, this act shall be in full force and effect on and after4 July 1, 2026.5
