RS33674 / SCR125 This concurrent resolution encourages the Citizens Committee on Legislative Compensation to consider reducing the compensation and expense allowances for members of the Idaho Legislature for the 2027 and 2028 legislative years. The state is facing declining revenue projections and is preparing for the estimated cost of conforming to upcoming federal tax changes. In response, the Governor has recommended a three percent reduction to state agency budgets for fiscal year 2027, and the Joint Finance-Appropriations Committee has added an additional two percent reduction, bringing the total reduction to five percent across most state agencies. These budget reductions, along with the decision to provide no salary increases for state employees, place real financial pressures on Idaho’s citizens and public workforce. This resolution expresses the sense of the Legislature that elected officials should also share in those sacrifices. Under Article III, Section 23 of the Idaho Constitution, the Citizens Committee on Legislative Compensation is responsible for establishing legislative compensation and expense allowances. This resolution respectfully encourages the committee to consider reducing legislative compensation so that members of the Legislature share in the financial burdens currently being placed on the citizens and employees of the state of Idaho.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 125 BY STATE AFFAIRS COMMITTEE A CONCURRENT RESOLUTION1 STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE CITIZENS' COMMITTEE2 ON LEGISLATIVE COMPENSATION TO REDUCE THE COMPENSATION AND EXPENSE AL-3 LOWANCES FOR LEGISLATORS SERVING IN THE SIXTY-NINTH IDAHO LEGISLATURE4 SO THAT LEGISLATORS SHARE IN THE BURDENS BEING IMPOSED ON THE CITIZENS5 AND EMPLOYEES OF THE STATE OF IDAHO.6 Be It Resolved by the Legislature of the State of Idaho:7 WHEREAS, in response to falling state revenue projections and in antic-8 ipation of the estimated $175 million cost to the State of Idaho conforming9 to the federal tax bill in 2027, Idaho is proposing across-the-board state10 agency budget cuts and no increase in state employee salaries; and11 WHEREAS, the executive budget recommended by Governor Brad Little for12 fiscal year 2027 includes an across-the-board 3% budget cut to state agency13 budgets; and14 WHEREAS, the Joint Finance-Appropriations Committee voted to include15 an additional across-the-board budget cut of 2% to state agency budgets, for16 a total 5% cut to state agency budgets; and17 WHEREAS, the impact of these budget reductions and General Fund spend-18 ing authority reductions on the citizens and employees of the State of Idaho19 are severe; and20 WHEREAS, the Citizens' Committee on Legislative Compensation is given21 the authority under section 23, article III of the Constitution of the State22 of Idaho to establish the rate of compensation and expense allowances for23 services to be rendered by members of the Idaho Legislature; and24 WHEREAS, the committee will meet prior to the commencement of the First25 Regular Session of the Sixty-ninth Idaho Legislature to set legislative com-26 pensation and expense allowances for 2027 and 2028.27 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular28 Session of the Sixty-eighth Idaho Legislature, the Senate and the House of29 Representatives concurring therein, that the Citizens' Committee on Leg-30 islative Compensation is encouraged to reduce the compensation and expense31 allowances for legislators serving in the Sixty-ninth Idaho Legislature32 so that legislators share in the burdens being imposed on the citizens and33 employees of the State of Idaho.34 BE IT FURTHER RESOLVED that the Secretary of the Senate is directed to35 send a copy of this resolution to each member of the Citizens' Committee on36 Legislative Compensation.37
