STATEMENT OF PURPOSE

RS33707 / S1408 This appropriation to the Public School Support Program’s Educational Services for the Deaf and the Blind (IESDB) provides enhancements to the FY 2027 maintenance budget, including career ladder equivalent funding to provide IESDB teachers with funding parity since these teachers are not on the state’s career ladder, replacement items for a school bus & van, and a net-zero endowment fund adjustment.

This appropriation provides an increase of $356,300 to the program maintenance appropriation provided to the Public School Support Program found in SB 1362. Table 1 shows each enhancement for FY 2027, of which $143,300 is ongoing and $213,000 is onetime. Table 2 shows all adjustments leading to the FY 2027 Total Appropriation of $17,477,900. Table 1. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1408 BY FINANCE COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE PUBLIC SCHOOLS EDUCATIONAL SUPPORT2 PROGRAM'S DIVISION OF EDUCATIONAL SERVICES FOR THE DEAF AND THE BLIND;3 APPROPRIATING ADDITIONAL MONEYS TO THE PUBLIC SCHOOLS EDUCATIONAL4 SUPPORT PROGRAM'S DIVISION OF EDUCATIONAL SERVICES FOR THE DEAF AND5 THE BLIND FOR FISCAL YEAR 2027; APPROPRIATING GENERAL FUND MONEYS FOR6 TRANSFER TO THE PUBLIC SCHOOL INCOME FUND; CLARIFYING THE ORIGINAL FUND7 SOURCE FOR EXPENDITURES IN THE PUBLIC SCHOOLS EDUCATIONAL SUPPORT PRO-8 GRAM'S DIVISION OF EDUCATIONAL SERVICES FOR THE DEAF AND THE BLIND FOR9 FISCAL YEAR 2027 FROM THE GENERAL FUND; CLARIFYING THE ORIGINAL FUND10 SOURCE FOR EXPENDITURES IN THE PUBLIC SCHOOLS EDUCATIONAL SUPPORT PRO-11 GRAM'S DIVISION OF EDUCATIONAL SERVICES FOR THE DEAF AND THE BLIND FOR12 FISCAL YEAR 2027 FROM THE SCHOOL FOR THE DEAF AND THE BLIND ENDOWMENT13 FUND; AND DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.14

Be It Enacted by the Legislature of the State of Idaho:15

SECTION 1. In addition to any other appropriation provided by law,16 there is hereby appropriated to the Public Schools Educational Support17 Program's Division of Educational Services for the Deaf and the Blind the18 following amounts to be expended from the listed funds for the period July 1,19 2026, through June 30, 2027:20 FROM:21 Public School Income Fund22 $335,900 School for the Deaf and the Blind Endowment Fund23 20,400 TOTAL24 $356,300

SECTION 2. There is hereby appropriated and the Office of the State Con-25 troller shall transfer $335,900 from the General Fund to the Public School26 Income Fund on July 1, 2026, or as soon thereafter as practicable for the pe-27 riod July 1, 2026, through June 30, 2027.28

SECTION 3. Of the additional amounts appropriated in Section 1 of this29 act for the Public Schools Educational Support Program's Division of Educa-30 tional Services for the Deaf and the Blind $335,900 shall be considered ex-31 pended from the General Fund for the period July 1, 2026, through June 30,32 2027.33

SECTION 4. Of the additional amounts appropriated in Section 1 of this34 act for the Public Schools Educational Support Program's Division of Educa-35 tional Services for the Deaf and the Blind $20,400 shall be considered ex-36 pended from the School for the Deaf and the Blind Endowment Fund for the pe-37 riod July 1, 2026, through June 30, 2027.38

SECTION 5. An emergency existing therefor, which emergency is hereby1 declared to exist, this act shall be in full force and effect on and after2 July 1, 2026.3
