RS33731 / S1404 This appropriation provides enhancements to the FY 2027 maintenance budget for the Department of Agriculture. Enhancements to the Department of Agriculture include IT hardware and replacement items such as vehicles and accessories, laboratory equipment, office furnishings, field equipment, and message boards to direct boaters to go through the inspection stations. This legislation also includes a FY 2026 deficiency warrant to reimburse actual expenditures incurred in FY 2025 for monitoring and control of exotic species including Japanese beetles, Mormon crickets, and other exotic pests. Chapters 19 and 20, Title 22, Idaho Code, authorizes the use of deficiency warrants for the monitoring and mitigation of invasive species and pests. The appropriation also includes an FY 2026 supplemental appropriation in onetime dedicated fund appropriation for expenses incurred to treat quagga mussels.

This appropriation provides an additional $829,900 to the maintenance appropriation provided to economic development agencies in Senate Bill 1373. Table 1 shows incremental adjustments to the budget found in the bill, of which the entirety is onetime. Table 2 shows all adjustments leading to the FY 2027 Total Appropriation. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE SENATE SENATE BILL NO. 1404 BY FINANCE COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE DEPARTMENT OF AGRICULTURE; APPROPRIAT-2 ING ADDITIONAL MONEYS TO THE DEPARTMENT OF AGRICULTURE FOR FISCAL YEAR3 2027; APPROPRIATING AND TRANSFERRING MONEYS FROM THE GENERAL FUND TO4 THE PEST CONTROL DEFICIENCY FUND FOR FISCAL YEAR 2026; APPROPRIATING5 ADDITIONAL MONEYS FOR FISCAL YEAR 2026; PROVIDING REAPPROPRIATION AU-6 THORITY; AND DECLARING AN EMERGENCY AND PROVIDING EFFECTIVE DATES.7

Be It Enacted by the Legislature of the State of Idaho:8

SECTION 1. SECTION 2. There is hereby appropriated and the Office of the State Con-33 troller shall transfer $1,298,600 from the General Fund to the Pest Control34 Deficiency Fund as soon as practicable for the period July 1, 2025, through35 June 30, 2026. Such moneys shall be used to reimburse costs incurred by the36

3 Plant Industries Program in the Department of Agriculture pursuant to Sec-1 tion 22-2019, Idaho Code.2

SECTION 3. In addition to the appropriation made in Section 1, Chap-3 ter 97, Laws of 2025, and any other appropriation provided by law, there is4 hereby appropriated to the Department of Agriculture for the Plant Indus-5 tries Program the following amounts to be expended according to the desig-6 nated expense classes from the Invasive Species Fund for the period July 1,7 2025, through June 30, 2026:8 FOR:9 Personnel Costs10 $27,000 Operating Expenditures11 3,345,500 Capital Outlay12 20,500 TOTAL13 $3,393,000

SECTION 4. REAPPROPRIATION AUTHORITY FOR THE FEDERAL GRANT FUND. There14 is hereby reappropriated to the Department of Agriculture any unexpended and15 unencumbered balances appropriated or reappropriated to the Department of16 Agriculture for the Resilient Food Systems Infrastructure Grant in fiscal17 year 2026, to be used for nonrecurring expenditures for the period July 1,18 2026, through June 30, 2027. The Department of Agriculture shall confirm the19 reappropriation amount, by fund, expense class, and program with the Leg-20 islative Services Office prior to processing the reappropriation authorized21 herein.22

SECTION 5. An emergency existing therefor, which emergency is hereby23 declared to exist, Sections 2 and 3 of this act shall be in full force and ef-24 fect on and after passage and approval, and Sections 1 and 4 of this act shall25 be in full force and effect on and after July 1, 2026.26
