RS33729 / S1401 This appropriation to the Department of Health and Welfare for the Division of Public Health Services provides enhancements to the FY 2027 maintenance budget that include appropriations for the Idaho Home Visiting Program; the restoration of the Immunization Assessment Fund; Fee for Service Laboratory Testing; ARPA Funded Multi-Year Grants; HIV Prevention and Surveillance; Hepatitis Prevention and Surveillance; restore funding to the Suicide Prevention and Awareness Program; and reduces the budget to move the Idaho Home Visiting Program to the Division of Early Learning and Development.

This appropriation provides an additional $35,645,400 to the maintenance appropriation provided to the Department of Health and Welfare for the Division of Public Health Services. Table 1 shows incremental adjustments to the division found in the bill, all of which $35,451,000 is onetime and 194,400 ongoing. Be It Enacted by the Legislature of the State of Idaho:14
SECTION 1. In addition to any other appropriation provided by law,15 there is hereby appropriated to the Department of Health and Welfare for the16 Public Health Services Division the following amounts to be expended accord-17 ing to the designated programs and expense classes from the listed funds for18 the period July 1, 2026, through June 30, 2027:19 FOR20 FOR21 FOR TRUSTEE AND PERSONNEL22 OPERATING BENEFIT COSTS23 EXPENDITURES PAYMENTS TOTAL I. SECTION 2. Notwithstanding any other provision of law to the contrary,10 the appropriation made to the Department of Health and Welfare for the Public11 Health Services Division for the Laboratory Services Program is hereby re-12 duced by $78,400 for personnel costs from the Cooperative Welfare (Federal)13 Fund for the period July 1, 2026, through June 30, 2027.14
SECTION 3. FTP AUTHORIZATION. Notwithstanding any other authorization15 provided by law, the full-time equivalent position authorization provided16 to the Department of Health and Welfare for the Public Health Services Divi-17 sion is hereby reduced by three (3.00) for the period July 1, 2026, through18 June 30, 2027.19
SECTION 4. REQUIRING A REPORT FOR THE SUICIDE PREVENTION AND AWARENESS20 PROGRAM. The Department of Health and Welfare shall submit a report to the21 Joint Finance-Appropriations Committee by December 31, 2026, identifying22 outcomes and return on investment for moneys appropriated for the Suicide23 Prevention and Awareness Program. The format and content of this report will24 be determined in consultation with the Budget and Policy Analysis Division25 of the Legislative Services Office.26
SECTION 5. REQUIRING A REPORT FOR THE HIV PREVENTION AND SURVEILLANCE27 PROGRAM. The Department of Health and Welfare and the Public Health Dis-28 tricts shall submit a report to the Joint Finance-Appropriations Committee29 by December 31, 2026, identifying outcomes and return on investment for30 moneys appropriated for the HIV Prevention and Surveillance Program. The31 format and content of this report will be determined in consultation with the32 Budget and Policy Analysis Division of the Legislative Services Office.33
SECTION 6. REQUIRING A REPORT FOR THE HEPATITIS PREVENTION AND SURVEIL-34 LANCE PROGRAM. The Department of Health and Welfare shall submit a report to35 the Joint Finance-Appropriations Committee by December 31, 2026, identify-36 ing outcomes and return on investment for moneys appropriated for the Hep-37 atitis Prevention and Surveillance Program. The format and content of this38 report will be determined in consultation with the Budget and Policy Analy-39 sis Division of the Legislative Services Office.40

SECTION 7. REQUIRING A REPORT FOR THE IMMUNIZATION ASSESSMENT FUND. The1 Department of Health and Welfare shall submit a report to the Joint Finance-2 Appropriations Committee by December 31, 2026, identifying the vaccine uti-3 lization rate and a cost-savings analysis for the State of Idaho and ser-4 vice providers regarding vaccines purchased using the Immunization Assess-5 ment Fund. The format and content of this report will be determined in con-6 sultation with the Budget and Policy Analysis Division of the Legislative7 Services Office.8
SECTION 8. CONDITIONS, LIMITATIONS, AND RESTRICTIONS. Appropriations9 made pursuant to this act are subject to the conditions, limitations, and re-10 strictions specified in this act.11
SECTION 9. An emergency existing therefor, which emergency is hereby12 declared to exist, this act shall be in full force and effect on and after13 July 1, 2026.14
