STATEMENT OF PURPOSE

RS33549 / S1383 This appropriation to the Division of Veterans Services provides enhancements to the FY 2027 maintenance budget that include new equipment for veterans homes, an adjustment for IT licensing fees, replacement items, and IT hardware.

This appropriation provides an additional $912,600 to the maintenance appropriation provided to the Division of Veterans Services in Senate Bill 1373. Table 1 shows incremental adjustments to the budget found in the bill, of which the ongoing change is a reduction of $51,000 and the onetime increase is $963,600. Table 2 shows all the adjustments leading to the FY 2027 Total Appropriation. The total budget for the Division of Veterans Services is $66,317,500. Table 1. FTP Gen Ded Fed Total 1. RELATING TO THE APPROPRIATION TO THE DIVISION OF VETERANS SERVICES; APPRO-	2
PRIATING ADDITIONAL MONEYS TO THE DIVISION OF VETERANS SERVICES FOR	3
FISCAL YEAR 2027; REDUCING THE APPROPRIATION TO THE DIVISION OF VETER-	4
ANS SERVICES FOR FISCAL YEAR 2027; PROVIDING REAPPROPRIATION AUTHORITY	5
FOR THE FEDERAL GRANT FUND; AND DECLARING AN EMERGENCY AND PROVIDING AN	6
EFFECTIVE DATE.	7
Be It Enacted by the Legislature of the State of Idaho:	8
SECTION 1. In addition to any other appropriation provided by law,	9
there is hereby appropriated to the Division of Veterans Services the fol-	10
lowing amounts to be expended according to the designated expense classes	11
from the listed funds for the period July 1, 2026, through June 30, 2027:	12

SECTION 2. Notwithstanding any other appropriation provided by law to	22
the contrary, the appropriation made to the Division of Veterans Services is	23
hereby reduced by $51,000 for operating expenditures from the Federal Grant	24
Fund for the period July 1, 2026, through June 30, 2027.	25
SECTION 3. REAPPROPRIATION AUTHORITY. There is hereby reappropriated	26
to the Division of Veterans Services any unexpended and unencumbered bal-	27
ances appropriated or reappropriated to the division from the Federal Grant	28
Fund for fiscal year 2026, to be used for nonrecurring expenditures related	29
to the replacement of the state veterans home in Boise and the renovation of	30
the state veterans home in Lewiston for the period July 1, 2026, through June	31
30, 2027. The Office of the State Controller shall confirm the reappropri-	32
ation amounts, by fund and expense class, with the Legislative Services Of-	33
fice prior to processing the reappropriation authorized herein.	34
SECTION 4. An emergency existing therefor, which emergency is hereby	35
declared to exist, this act shall be in full force and effect on and after	36
July 1, 2026.	37
