RS33700 / H0920 This appropriation to the Health Education Programs organized under the State Board of Education provides enhancements to the FY 2027 maintenance budget, including $240,000 for four additional psychiatry residents at the Eastern Idaho Medical Residencies; $60,000 for a family medicine resident in Burley; $60,000 for a family medicine/obstetrics fellowship at Family Medicine Residencies in Pocatello; $360,000 for six family medicine residents in Nampa; $180,000 for three new child psychiatry residents at the University of Utah Medical Education Program; and an FTP adjustment for the Washington-Idaho-Montana-Utah Veterinary Education Program (WIMU).

This appropriation provides an additional $900,000 to the maintenance appropriation provided to the Health Education Programs under the State Board of Education. Table 1 shows incremental adjustments to the budget found in the bill, of which the ongoing increase is $900,000, and there are no onetime appropriations. LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 920 BY APPROPRIATIONS COMMITTEE AN ACT1 RELATING TO THE APPROPRIATION TO THE STATE BOARD OF EDUCATION AND THE BOARD2 OF REGENTS OF THE UNIVERSITY OF IDAHO FOR HEALTH EDUCATION PROGRAMS;3 APPROPRIATING ADDITIONAL MONEYS TO THE STATE BOARD OF EDUCATION AND4 THE BOARD OF REGENTS OF THE UNIVERSITY OF IDAHO FOR HEALTH EDUCATION5 PROGRAMS FOR FISCAL YEAR 2027; AUTHORIZING ADDITIONAL FULL-TIME EQUIV-6 ALENT POSITIONS FOR FISCAL YEAR 2027; DIRECTING THE USE OF FUNDING7 FOR NEW GRADUATE MEDICAL EDUCATION RESIDENCIES AND FELLOWSHIPS; AND8 DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE.9
Be It Enacted by the Legislature of the State of Idaho:10
SECTION 1. In addition to any other appropriation provided by law,11 there is hereby appropriated to the State Board of Education and the Board12 of Regents of the University of Idaho for Health Education Programs, the13 following amounts to be expended according to the designated programs and14 expense classes from the General Fund for the period July 1, 2026, through15 June 30, 2027:16 FOR17 FOR18 TRUSTEE AND PERSONNEL19 BENEFIT COSTS20 PAYMENTS TOTAL Eastern Idaho Med Residencies21 $240,000 $240,000 Family Medicine Residencies22 $60,000 420,000 480,000 University of Utah Medical Eduction23 0 180,000 180,000 GRAND TOTAL24 $60,000 $840,000 $900,000
SECTION 2. FTP AUTHORIZATION. In addition to any other authorization25 provided by law, the full-time equivalent position authorization provided26 to the State Board of Education and the Board of Regents of the University of27 Idaho for Health Education Programs is hereby increased by two and one-half28 (2.50) for the period July 1, 2026, through June 30, 2027.29
SECTION 3. RURAL HEALTH TRANSFORMATION PROGRAM -- FUNDING FOR NEW GRAD-30 UATE MEDICAL EDUCATION RESIDENCIES AND FELLOWSHIPS. (1) Notwithstanding any31 other provision of law to the contrary, it is the intent of the Legislature32 to fund 15.00 new graduate medical education residencies and fellowships re-33 quested for fiscal year 2027 from the Rural Health Transformation Program.34 (a) When such moneys become available, the moneys for 15.00 new gradu-35 ate medical education residencies and fellowships requested for fiscal36 year 2027 shall be expended from the Rural Health Transformation Fund.37
2 (b) Subject to legislative oversight, the State Board of Education1 shall calculate, using the time of the award and the appropriation2 amount, any amounts that should be transferred from the Rural Health3 Transformation Fund to the General Fund to reimburse costs incurred4 for graduate medical education residencies in fiscal year 2027. The5 executive director of the State Board of Education shall include a sup-6 plemental request to transfer as part of the fiscal year 2028 budget7 submission for affected programs. If Rural Health Transformation Pro-8 gram funds become available before July 1, 2026, no transfer from the9 General Fund would occur.10 (c) Subject to legislative oversight, any General Fund moneys ini-11 tially appropriated to the Health Education Programs for graduate12 medical education residencies and fellowships in fiscal year 2027 but13 no longer utilized for that purpose due to the availability of funding14 from the Rural Health Transformation Fund shall then be used for new15 undergraduate medical education seats in compliance with Chapter 257,16 Laws of 2025.17 (d) It is not the intent of the Legislature to create an unsustainable18 funding structure beyond the term of the Rural Health Transformation19 Program.20 (2) The Department of Health and Welfare and the Office of the State21 Board of Education shall provide a report of compliance with this section to22 the Joint Finance-Appropriations Committee no later than December 1, 2026.23 Methodology, content, and format of the report shall be determined in con-24 sultation with the Budget and Policy Analysis Division of the Legislative25 Services Office.26
SECTION 4. An emergency existing therefor, which emergency is hereby27 declared to exist, this act shall be in full force and effect on and after28 July 1, 2026.29
