RS33584 / H0872 This bill is a slight modification to Idaho code 34-906 concerning general elections. When the general election ballot contains a constitutional amendment or another issue, current law requires that a page break occur between the ballot and the issue, or that the issue be printed on a separate page from the rest of the ballot. This often causes portions of the ballot to be blank and wastes paper. This bill removes that requirement. This bill will allow the constitutional amendment or issue being considered to begin on the same page or on the back of the same page as the rest of the ballot.

There is no negative fiscal impact on the General Fund. It will likely result in savings to the cost of printing ballots for the counties.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 872 BY STATE AFFAIRS COMMITTEE AN ACT 1 RELATING TO ELECTIONS; AMENDING SECTION 34-906, IDAHO CODE, TO REMOVE A PRO- 2 VISION REGARDING CERTAIN BALLOTS FOR GENERAL ELECTIONS; AND DECLARING 3 AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. 4 Be It Enacted by the Legislature of the State of Idaho: 5 SECTION 1. That Section 34-906, Idaho Code, be, and the same is hereby 6 amended to read as follows: 7 34-906. BALLOTS FOR GENERAL ELECTIONS. (1) There shall be a single 8 general election ballot on which the complete ticket of each political party 9 shall be printed. Each political party ticket shall include that party's 10 nominee for each particular office. The secretary of state shall design the 11 general election ballot to allow for write-in candidates when needed. 12 (2) The office titles shall be listed in order beginning with the high- 13 est federal office. The secretary of state has the discretion and authority 14 to arrange the above classifications of offices as provided by law. 15 (3) At any general election at which the electors are to vote upon con- 16 stitutional amendments or other issues, the secretary of state shall provide 17 separate general election ballot forms on which such amendments and issues 18 shall be printed. 19 SECTION 2. An emergency existing therefor, which emergency is hereby 20 declared to exist, this act shall be in full force and effect on and after 21 July 1, 2026. 22 -- 1 of 1 --
