AN ACT	1
RELATING TO FISH AND GAME; AMENDING SECTION 36-413, IDAHO CODE, TO REVISE	2
PROVISIONS REGARDING LIFETIME LICENSE CERTIFICATES; AND DECLARING AN	3
EMERGENCY AND PROVIDING AN EFFECTIVE DATE.	4
Be It Enacted by the Legislature of the State of Idaho:	5
SECTION 1. That Section 36-413, Idaho Code, be, and the same is hereby	6
amended to read as follows:	7
36-413. LIFETIME LICENSE CERTIFICATE -- FEE. (a) The fish and game	8
commission shall issue rules and regulations to administer a lifetime li-	9
cense certificate system.	10
(b) A lifetime license certificate may be sold to any person who quali-	11
fies as a resident or is granted resident license privileges as provided in	12
subsection (s) of section 36-202, Idaho Code, if such person has been a resi-	13
dent of this state for at least five (5) years immediately preceding the date	14
of application for the lifetime license certificate. If the applicant is un-	15
der the age of five (5) years, a legal guardian of the child shall have been a	16
resident of this state for at least five (5) years immediately preceding the	17
date of application.	18
(c) A lifetime certificate may be obtained by a person one (1) day of age	19
through one (1) year of age possessing the qualifications therein described	20
upon payment of: twenty-five (25) times the fee prescribed for a combined	21
hunting and fishing license in section 36-416(a), Idaho Code, for a combined	22
hunting and fishing license certificate; twenty-five (25) times the fee pre-	23
scribed for a hunting license in section 36-416(a), Idaho Code, for a hunting	24
license certificate; twenty-five (25) times the fee prescribed for a fishing	25
license in section 36-416(a), Idaho Code, for a fishing license certificate;	26
or twenty-five (25) times the fee prescribed for a trapping license in sec-	27
tion 36-416(a), Idaho Code, for a trapping license certificate.	28
(d) A lifetime certificate may be obtained by a person two (2) years of	29
age through fifty (50) years of age possessing the qualifications therein	30
described upon payment of: thirty-five (35) times the fee prescribed for a	31
combined hunting and fishing license in section 36-416(a), Idaho Code, for	32
a combined hunting and fishing license certificate; thirty-five (35) times	33
the fee prescribed for a hunting license in section 36-416(a), Idaho Code,	34
for a hunting license certificate; thirty-five (35) times the fee prescribed	35
for a fishing license in section 36-416(a), Idaho Code, for a fishing license	36
certificate; or thirty-five (35) times the fee prescribed for a trapping li-	37
cense in section 36-416(a), Idaho Code, for a trapping license certificate.	38
(e) A lifetime certificate may be obtained by a person fifty-one (51)	39
years of age or older possessing the qualifications therein described upon	40
payment of: twenty (20) times the fee prescribed for a combined hunting and	41
fishing license in section 36-416(a), Idaho Code, for a combined hunting	42

and fishing license certificate; twenty (20) times the fee prescribed for	1
a hunting license in section 36-416(a), Idaho Code, for a hunting license	2
certificate; twenty (20) times the fee prescribed for a fishing license in	3
section 36-416(a), Idaho Code, for a fishing license certificate; or twenty	4
(20) times the fee prescribed for a trapping license in section 36-416(a),	5
Idaho Code, for a trapping license certificate.	6
(f) Holders of lifetime license certificates shall be subject to the	7
provisions of title 36, Idaho Code.	8
(g) The director shall promptly transmit to the state treasurer all	9
moneys received by him from the sale of lifetime license certificates and	10
the state treasurer shall deposit all such moneys in the fish and game trust	11
fund. All such moneys shall be expended at the direction of the commission	12
to carry out the purposes of the Idaho fish and game code or any law or regu-	13
lation promulgated for the protection of wildlife, and shall be used for no	14
other purpose.	15
SECTION 2. An emergency existing therefor, which emergency is hereby	16
declared to exist, this act shall be in full force and effect on and after	17
July 1, 2026.	18
