Amends existing law to require certain anti-fraud measures to be employed to ensure election ballots are secure.

This legislation causes no increase or decrease in revenue, nor additional expenditure of funds at the state level. There may be some increases in expenditures if a county clerk or Board of Canvassers should choose to change to a more secure method for securing ballot authenticity.
