STATEMENT OF PURPOSE
This legislation establishes a no-fee initial 4-year identification card for an individual who is homeless. The current fee for such an identification card is $15, and this fee has been identified as a barrier to both job and housing attainment by persons experiencing homelessness. The Idaho Transportation Department (ITD) will require an attestation of the individual’s homelessness and residency at an Idaho relief agency or shelter by an outreach worker or service worker. The legislation allows for a one-time free replacement of this type of identification card. No changes are being made to the Department’s requirements to verify identity and lawful presence.
