STATEMENT OF PURPOSE

This legislation provides oversight for new, federal unemployment insurance programs. If the federal government initiates a voluntary unemployment insurance program that meets the requirements below, the legislature must approve the program prior to the state participating. Programs that trigger legislative approval: • Put new requirements on employers • Create new benefits • Enhance existing benefits • Change the time period for which people can receive benefits If the executive branch participates in a program while the legislature is out of session, the legislature has the ability to rescind participation when it convenes.
