STATEMENT OF PURPOSE
The purpose of this legislation is to eliminate the use of habitual status offender definition and to update definitions and related statutes in the Juvenile Corrections Act (JCA) to prevent status offenders from being detained in secure facilities. This proposal ensures the JCA keeps pace with current practices both nationally and within Idaho's juvenile justice system. It also ensures our system aligns with requirements under the Juvenile Justice and Delinquency Prevention Act.
