MINIMUM SPEED REGULATION -- Amends existing law to prohibit operating a vehicle in the extreme left-hand lane for a period of time that impedes the flow of other traffic.
STATEMENT OF PURPOSE
This legislation addresses an unsafe situation on Idaho controlled access highways by clarifying in Idaho Code 49-655 that vehicles traveling in the left-hand lane of a controlled access highway cannot impede other vehicles traveling at the legally posted and authorized speed limits. This change does not require slower moving vehicles to avoid the left lane, but it does establish a requirement that vehicles moving into the left lane to pass a vehicle impeding their chosen speed in the right lane(s) need to make a safe pass that does not impede the legal flow of traffic in the left land.
