Amends and adds to existing law to provide for the transfer of college credits at full value from one Idaho public college or university to another.

This legislation (i) provides that credits awarded students by regionally accredited postsecondary institutions in Idaho shall transfer to Idaho public colleges and universities at full value toward satisfaction of prerequisites and all other course requirements; (ii) codifies existing Board of Education credit transfer guidelines; (iii) provides that postsecondary career technical education credits shall transfer to Idaho public colleges and universities at full credit value and satisfy specific course requirements in like programs of study; (iv) provides that decisions by Idaho public colleges and universities not to transfer credits as requested by students shall be automatically reviewed by their presidents, the Board's designee and then the Board; (v) provides that Idaho's public colleges and universities shall not discriminate against applicants or existing students for seeking to transfer, or transferring, credits; (vi) provides that public colleges and universities shall publish current curriculum equivalencies of all courses on the state transfer web portal; (vii) preserves requirements pertaining to the number of credits which must be earned at an institution, and the amount of time it will take, to receive a degree; and (viii) make clear that the general transfer of credit provisions applicable to Idaho's public colleges and universities do not override specific statutory provisions pertaining to the transfer of career technical credits.
