MOTOR VEHICLES - Amends existing law to revise provisions regarding certain government vehicles exempt from certain markings; and to revise a provision regarding lighting on Idaho State Police vehicles.
STATEMENT OF PURPOSE
This legislation will allow Idaho State Police to utilize some unmarked patrol vehicles to address the issue of dangerous driving behaviors that are resulting in an increase in fatalities and injuries on Idaho's highways, interstates and roadways. This includes targeting aggressive, impaired, reckless and inattentive drivers as well as those texting while driving. This legislation modifies the statute that requires Idaho State Police patrol vehicles to be marked in a specific way unique to Idaho State Police and amends the requirement of a blue light to be mounted on top of each vehicle to instead state that a blue light must be visible from any direction when activated. This legislation will provide Idaho State Police the same authority that other law enforcement agencies in the state currently have to utilize some vehicles for traffic enforcement to work in high traffic and high crash areas where marked vehicles are not having an impact on dangerous driving behaviors. The light requirement will refine the statute to coincide with the current equipment available. Lastly, this legislation clarifies the procedure for other state agencies to utilize unmarked vehicles.
