Stating findings of the Legislature and resolving that Congress should, by legislative enactment, provide protections for adoption and implementation of state sage-grouse conservation plans by, among other things, making no funds available for use by either the Secretary of the Interior or the Secretary of Agriculture to implement recent federal land use plan amendments if they are inconsistent with the state's sage-grouse conservation plan for a period of 10 years through and including fiscal year 2026.

STATEMENT OF PURPOSE
This Joint Memorial asks Congress to allow time for the Idaho state sage-grouse conservation plan to be implemented and the data collected to be analyzed. It calls on Congress, by legislative enactment, to provide protections for adoption and implementation of state sage-grouse conservation plans.
